How fresh? The fresher the better in most cases as nitrogen is lost as the manure dries out and the microbes die. You want the fresh if composting.

"Clean thoroughly with soapy water. Then you could use very hot water 65 degrees centigrade 10 minutes. Or solarize, leave in the sun for a day or two (need to expose all surfaces which may not be so easy). The UV light kills bugs.

"Agree with Ben but have you enough to use as a mulch? Could mulch a pot or two. To break them down place on hard surface and trample with tough boots on, or use a roller etc. They will break down faster in the compost if the particle size is reduced."
