I can't exactly point you to the proper place to find out, but I recall an article or something several years ago on the subject because the one animal that was NOT an exemption under the exotic pet regulation was the potbellied pig."

If he has a letter on the birds, then he should double check with the city on the zoning exemption for 'exotic' pets which generally includes miniature goats, where full-sized goat would not be allowed.  Many cities which have limitations on…"
