Goats and Chickens

Hello, I was hoping someone could point me in the right direction.  I have a friend whose in a bind, he has few chickens and two small mini goats on his property.  I hear the Phoenix law is that if you have an under 10,000 sqft lot, then you must have permission from your neighbor to have chickens, and that goats are an outright no no under 10,000. (he's on 9500)   Unfortunately, He's on pretty bad terms with his neighbor and he's worried that his neighbor is going to make things hard for him because she has something he has to have- a letter Oking his birds (although she may not know this).  He's also worried about his goats.   The chickens and goats don't disturb the neighbor because they're on the other side of the house, but its possible he could have is micro farm slimmed down and he depends on his animals for fertilizer, weed/pest control, and quality eggs and milk.  I heard the city of Seattle just made an ordinance that allowed mini goats and chickens unconditionally in the city, even on small lots.  Shouldn't the phoenix urban land owner have that right too and what can we do about it?  Any suggestions would be great.  Should true food folks have to continue to live in the shadows and hide?-  jack

    • I hear ya, but i think you're wrong when you say chickens and goats are big projects.  Heck, everyone knows having chickens are less of a nuisance  than dogs.  Their poop composts easily, they don't make much noise (hens), and they certainly aren't a threat to the mail man.  Goats, same thing, their poop is almost soil the second it comes out, and they bleat about as much as a dog barks. Misquotes going rampant is entirely a different matter, we're talking disease and possibly death.

      My point is, society is more excepting of dogs.  Small livestock is perhaps still considered de classe by the folks that make the rules.   Phoenix neighborhoods are supposed to have green grass (i live in arcadia) two cars in the front driveway, a dog nameed fido and two perfect children playing catch in the front yard.  I blame leave it to beaver for imprinting this notion into the minds of baby boomers who ultimately are still calling the shots.

      Its easier to just keep things the way they are though I imagine in government.  that's why i'm looking for someone in the local phoenix government that knows how to get things done.

    If he has a letter on the birds, then he should double check with the city on the zoning exemption for 'exotic' pets which generally includes miniature goats, where full-sized goat would not be allowed.  Many cities which have limitations on 'livestock" exempt exotic pets (except pigs) and many include hens, but not roosters and the mini-goats.

      I can't exactly point you to the proper place to find out, but I recall an article or something several years ago on the subject because the one animal that was NOT an exemption under the exotic pet regulation was the potbellied pig.
