I will be moving to Phoenix and plan to bring 8 hens into Arizona. I inquired about health certificates, and it would cost $50 per bird. Do the officials check at the state line? They would be in my vehicle in travel carriers, pretty inconspicuous, alongside my cats. Anyone have experience with this?

Welcome to PPG and Arizona :) By law you're required to have the following:
Importation requirements for poultry include:
An original health certificate issued by an accredited veterinarian within 30 days prior to entry. Photocopies of health certificates must have an original veterinarian signature.
There are no other specific entry requirements providing the poultry are healthy and do not originate from a poultry quarantine area.
A National Poultry Improvement Plan Form 9-3 (domestic poultry only).
Now with that said, you're also required to have an HC on dogs that travel across state lines too....chances are they'll just waive you across and not even stop you. But there's always that slight chance they would. When friends would come back from getting birds out of state, they'd just tell them the birds went to a show and were coming back when they were stopped, "ok" and off they went.
Well if all goes well and I get the job I applied for at my Uncle's church, we will live in Phoenix near Marryville High School, I probably didn't spell that right. The position comes with free housing! If not, we will look for a place to rent in Glendale.
