I notice that your indoor temps at night are staying pretty high compared to the outdoor temps.
What you are lacking is circulation, WIND.
Are you in a house? If so, open the windows on the coolest part of the house. (I am sure they are all open for you!) Usually the north side, though east will also be cooler in the evening as the sun has started to move more north this time of year. Place a box fan in one of the windows with the air blowing into your house.
Next, go to the hot side of the house which is usually the south and/or west. Place a box fan in one of those windows with the air blowing OUT of your house. Yes, you will be blowing your fan outside, that is the point. This will help create air flow, having fans blowing inwards just bows hot air around.
I used to live in a town home with some roomies who were reluctant to do this, and kept flipping the fan around behind my back. Once I watched over it and let the flow do its' work, they became believers. You may want to wet a sheet and place that over the fan blowing the air into the house to act as a mini swamp cooler, just be sure it does not block all the air flow.
Also, start looking at your house and the plants that grow in your yard. Is your home a block construction? Are trees blocking the sun for you? Do you need to plant a tree to help block the south or west sun? Deciduous trees are great for this as they will loose their leaves in the winter allowing the sun to warm the house when you need it. Even shading a hot exterior wall with a sheet will do wonders.
I have no advice on the cat situation-good luck with that!
